Strategic plan of midwifery educational department of nursing and midwifery school of Mashhad University of Medical Sciences was provided in 2010 by the participation of all members of the department and consistent with the strategic plan of educational deputy of midwifery and nursing school.
Strategic Plan 1: Promoting the Abilities of Members of Midwifery Department
Strategy 1: Empowering Members in the Area of Education
Goal 1: Providing opportunities to expand the use of modern educational and evaluation methods in student education
Goal 2: Providing opportunities to expand virtual education in the department
Goal 3: planning on expansion of participation of faculty members in reeducation programs of the university
Operational Programs in Line with Strategy 1
1. Holding a minimum of two sessions of each theory course as virtual education
2. Use of a minimum of one new teaching and evaluation method in presenting each theory course
3. Performing 20% of educational programs related to specific credits of midwifery using workshops and teamwork
4. Increasing the level of participation of midwifery faculty members in performing reeducation programs of Mashhad University of Medical Sciences for a minimum of 20%
Strategy 2: Empowering Department Members in the Area of Research
Goal 1: Providing opportunities to increase the number of research proposals of department members
Goal 2: Supervising student theses and essays according to research priorities
Goal 3: scheduling to facilitate the process of publishing research articles of department members

1. Forming inter-department research committees according to interested fields of department members

Strategy 3: Evaluation of Educational System of the Department
Goal 1: Performing inter-department evaluation of educational performances of department members
Goal 2: Performing evaluation of educational environments from specific clinical fields of midwifery students by department instructors
Goal 3: Performing evaluation of educational program presentation by managers of specific clinical sections of midwifery students
Goal 4: Providing the educational deputy with the feedbacks from evaluation results

Operational Programs in Line with Strategy 3:
1. Review of inter-department evaluation forms
2. Presenting a minimum of one report of evaluation results of educational system of midwifery department to educational deputy at the end of each academic semester
3. Providing suggestions on inter-department evaluation results for educational deputy of the department to improve the quality of midwifery students’ education
4. Continuously providing feedbacks of evaluation results to department members and activating the encouragement system of members
Strategic Plan 2: Promoting Current Educational Programs
Goal 1: Modification and updating educational curriculum of the field based on educational needs of students
Goal 2: Reviewing log book, which included records of midwifery students’ activities
Goal 3: Standardizing the minimum activities recorded in log book of midwifery students

1. Review of a minimum of 60% of available log books in midwifery department until 2012
2. Compilation of an executive guidebook of clinical techniques in childbirth award and parental internship base on valid references in midwifery and nursing and Iran textbook of immune childbirth
3. Standardization of a minimum of 20% of recorded activities in midwifery log book in specific fields
4. Review of 100% of specific course plans of midwifery up to 2012

Goal 1: Development of clinical skill centers for midwifery students

1. Requesting for recruiting permanent human resource in unit of clinical skill center
2. Providing identification and educational procedures for all available equipment in unit of clinical skill center
3. Requesting for replacing of all out-of-date and useless equipment of unit of clinical skill center
4. Requesting for purchase of new equipment based on needs of students
5. Forming a joint committee consisting of instructors and to update contents of midwifery department website

Operational Programs in Line with Strategic Goal 4:
1. Suggesting and requesting for sending capable colleagues to domestic and foreign references to exchange and acquire experience
2. Increasing the level of participation of midwifery department members in educational plans provided by the school and Mashhad University of Medical Sciences by a minimum of 30%
3. Presenting a minimum of 20% of educational workshops in school based on the demands of learners
4. Active participation of department members in festivals and official ceremonies of university and the school
Background of Midwifery in Mashhad University of Medical Science
The first midwifery institution, which trained nurse midwives, was established in 1962, Mashhad. A few years later, Toos School of Midwifery, affiliated to the ministry of health of that time, trained midwifes with associate degrees until 1987. The first BSc program of midwifery was held in 1976 by Narjes Institute, which was affiliated to Mashhad University and separated from ministry of health at that time. In 1987 and with merging of university and ministry of health, these two associations initiated their activities in a field called midwifery at school of nursing and midwifery in Mashhad University of Medical Sciences. Toos midwifery building is a monument left from 1962, which is currently the location of center of clinical skills of the school, as well as a library, computer and community hall, and a few classrooms. MSc program of midwifery was established in 1990 with two orientations of maternity and child health and midwifery education. Consulting in midwifery was also added to MSc programs of midwifery field in September, 2014. For the first time in 2007, students were admitted in PhD program of fertility health. This was a turning point in background of scientific development of midwifery. To date, ten PhD programs have been held in this field. For the time being, midwifery department of Mashhad nursing and midwifery school consists of 17 educational staff (16 faculty members and one who is not a faculty member) training MSc and PhD students in midwifery orientations, midwifery education, fertility health, midwifery from social perspective, legal midwifery, and consulting in midwifery. Currently (in 2017), total number of midwifery students of this school is about 276, from whom 160, 91 and 25 are BSc, MSc, and PhD students, respectively.
